Private animal-welfare groups organize this fair at the city animal-welfare center. It is not an adoption event for animals in the city's care. The city lists Wanwan Sakuchan Ohisama no Kai and Kiiroi Neko Jara as the October organizers. Their legal status and independent certification are not established by the listing; inclusion is not a safety or adoption-outcome guarantee. Coordinates are the center point of a map embedded on the city's facility page, not a guaranteed building entrance or event area.
